[발간사]
존경하는 정계, 재계, 학계 선후배님 그리고 우리 연구원 회원님 안녕하십니까? 사단법인 한국국유부동산연구원 이사장 정태식입니다.
본 연구원은 기획재정부장관의 허가를 받아 설립된지 13년 되는해 입니다.
국유재산은 전 국토의 25.6% 수준인 관계로 경제적 위상은 매우 높습니다.
그러므로 이에 맞추어 연구과제 영역도 많습니다.
우리 연구원은 국내 부동산 외에서 해외부동산영역까지 심도 있게 연구하고 있습니다.
본 연구원에서는 저렴한 예산 범위 내에서 정부 등에서 보지 못하는 연구영역까지 넓혀 관련분야 연구를 다양하게 하고 있습니다.
旣 연구된 논문이나 저서는 매우 훌륭합니다. 그리고 자랑스럽습니다.
그러므로 보다 전진하기 위해 격이 다른 연구내용을 소개할 수 있어 다행으로 생각합니다.
이제는 국토 내에서 비효율적으로 토지 방치하고 있는 “폐교부지”, “종중토지”, “접경지역 내 유휴토지”, “공유수면매립에 의한 국유지 형성 토지” 등 다양성 있게 연구하고 있습니다.
앞으로 연구과제는 국내의 “비효적으로 활용하거나 방치 토지” 등과 국외로 눈을 돌려 국유부동산 관리 선진국인 미국과 일본 등에서 국유부동산 연구 활동을 다양화하여야겠다는 다짐을 드립니다.

부동산 실무와 이론으로 다양한 분야에서 일익을 담당하시는 전문가 여러분 안녕하십니까?
국가 근간이 되는 국유부동산의 효율적 활용과 전략적 관리의 중요성이 날로 부각 되고 있는 오늘날, 본 연구원은 공공자산의 가치 제고와 국가 경제의 지속가능한 발전에 기여하고자 설립 초기부터 정책적·학문적 연구를 지속해 왔습니다. 특히, 제1차 연구 논문집 발간(2017년) 이후 다양한 실증연구와 학술적 분석을 통해 국유부동산의 활용방안 및 제도 개선을 위한 연구 기반을 한층 더 강화할 수 있었습니다.
이번 제2차로 발간되는 연구 논문집은 역사상 유래없는 한국에 대한 집중조명과 역이민이 시작되는 시점에서 그 의의가 더욱 크다고 생각됩니다. 국유부동산 관련 제도 및 주택정책과의 연계성, 해외사례 비교, ESG 기반의 보다 심화되고 다각화된 연구 주제를 중심으로 심화된 논문을 수록하고 있습니다. 이는 우리 연구원 소속 연구진뿐만 아니라, 학계와 실무 현장에서 활약 중인 여러 전문가들의 협업과 조언에 힘입어서 가능하였기에 그 의미가 더욱 크다고 하겠습니다.
본 연구원은 향후 국유부동산 분야의 핵심 연구기관으로서 국가 정책 수립에 실질적으로 기여할 수 있는 학문적 토대를 지속적으로 구축해 나갈 것이며, 나아가 해외 관련 기관과의 협력을 통해 연구의 범위와 수준을 한층 더 확장해 나가고자 합니다.
본 논문집이 국유부동산의 미래지향적 관리방안 모색에 유용한 참고자료가 되기를 바라며, 여러분의 지속적인 관심과 학문적 교류를 기대합니다. 깊은 감사의 말씀을 드립니다.

Dear esteemed members contributing to various fields in both the theoretical and practical domains of real estate,
In today’s environment where the strategic management and efficient utilization of national public real estate is becoming increasingly significant, the Korea Institute of National Public Real Estate has consistently pursued policy-oriented and academic research since its inception. Our goal has been to enhance the value of public assets and contribute to the sustainable development of the national economy. Following the publication of our first research compendium, we have been able to strengthen the research foundation for the utilization and institutional improvement of national real estate through diverse empirical studies and scholarly analyses.
The second volume of our research compendium, presented here, is especially meaningful in light of the unprecedented global attention on Korea and the beginning of a reverse immigration trend. This volume features in-depth studies centered on advanced topics such as the interrelation between public real estate systems and housing policies, comparative international case studies, and ESG-based strategies. These accomplishments were made possible through the collaboration and counsel of not only our in-house researchers but also many experts active in academia and the field.
Moving forward, our institute aims to establish itself as a core research body in the domain of public real estate, providing a solid academic foundation for practical policy formulation. Furthermore, we will broaden the scope and depth of our studies through active cooperation with international institutions.
We hope this research volume will serve as a valuable reference for those seeking future-oriented strategies for public real estate management, and we sincerely appreciate your continued interest and academic engagement.
